Your best bet's going to be taking the ECU to a shop that specializes in automotive electrical repair, as both the equipment and the specialized knowledge required for reprogramming an ECU as such aren't easy to come by *or* inexpensive. Where did you get the used ECU from? Do you know if it came from the same year and model as yours, and if it had the same size engine as yours? If it came out of an identical model, it shouldn't need any reprogramming, unless the issue is related to some kind of factory anti-theft mechanism or device.
