Is it the starter ?

I have a 2006 Saturn ion, I recently just got it about
a month ago. The key sometimes would get stuck
when I turned off the car making me wiggle it out. It
recently just did that again. I got off the car and
went to work like I always do. When my shift was
over I got back in the car, tried to turn on the car
but it wouldn’t. The battery was not dead so it
wasn’t the battery. I took the key out of the ignition
and put it back in and tried to turn it back on but it
wouldn’t. But this time when I turned the key to
take it out the car wanted to started up. But the
weird part is it did that when the key was already
coming out. What could this be?
