Car will not start

Car will not turn over. Not even a clicking sound when trying to start. Battery is charged, 12.5 volts. So Alternator must be ok. Can it be a faulty starter? Cannot reach battery leads at starter to check voltage. The first time I noticed a problem was a day ago when it tried to start but suddenly quit. Now there's no response at all. [2.0 L engine.]

Could be starter but I would double check the battery connections and the negative connections on the frame and motor.
