Is the engine seized? I had a similar problem on my Bronco, they were new starters and would bench test good but would not work in the rig, after checking for voltage drops and finding none I changed to a different brand of starter, I think it was Bosch, and it fired right up. So check for a voltage drop on the cables first.

Checked the engine it isn't seized. I have checked many of the cables and they all seem to be good but it is an old truck, haven't tried another starter brand though thanks for the help.
