I am thinking it is a switch mounted on your emergency brake assembly. When you let the E Brake off, the light should go out and the chime should stop. Both are there to remind you not to drive off with the E Brake engaged. If the switch is bad, the result would be as you described. Also, if it is not related to the E Brake, check your brake fluid level. Low fluid will cause the dash lught to come on and your car may also "chime" if it is really low.
