Number of quarts to refill transmission of 1997 sunfire with 2.4L engine?

I am adding transmission fluid in my 1997 sunfire gt with 2.4L engine but after 7 quarts i still can't see the fluid filling up. How many quarts should it take to replenish it after transmission flush?

The 4T40-E takes 12.9 quarts and the THM125C takes 9 quarts.

The 4T40-E transmission for that year has no dip stick. Instead it has a small plug on the passenger side next to half-shaft. Jack the car up level and remove the small plug and fill the transmission until fluid runs out. Replace all of the plugs and check for leaks. If you overfilled, then remove the plug and fill cap until it stops leaking.
