How do I remove the license plate filler bezel from a 1999 pontiac firebird trans am?

My state (NY) requires a front license plate. Car came from Colorado from my brother-in-law's widow. I don't want to damage it by removing it improperly.

Update - I pried down on the top of the bezel with a scraper and was able to release three tabs. This freed the top BUT I was unable to swing it down. I gently tried to pry the left and right lower corners forward to release the bottom but they did not move. Not wanting to break it, pushed the top back it. Anybody know what to do?
