How do you change the power steering fluid?

It looks like the resevouir for my power steering fluid is enclosed and I can't seem to find anywhere to replace the fluid.  Everytime I've taken my car for an oil change, they tell me they can't do anything about it and check off:  "Checked Power Steering Fluid" off of their list.  The fluid doesn't look low or discolored but I've had the car since May of 2001 and it's never been changed an my steering wheel makes a "wirring" sound when I turn it.

For the 2001 Sunfire there is no reason to have your fluid flushed unless it has been contaminated. Since it is enclosed and there is no signs of leaking then it doesnt seem to be a problem. Maybe you need to put some WD40 around where the wheel turns/connects to the dash so it doesnt make any noise.
