2001 Atztec tepm gauge went to cold still has heat service engine soon light came on and cooling fan kept running after ingnition turn iff. the fan quit running after awhile. Is this the thermosta

check engine service light soon, tem. gauge went down to cold  but still
getting heat cooling fan ran a while after turning off igition switch but turned
off.  Started car in the morning check service engine light soon still onran car
for a mintue and turned off cooling fan was still running then turned off after a
while.  Thermostat or the ECU ?
