pontiac wont turn over

I am buying a car from my sister with multiple
issues. It hasn't been started in about four months
so I charged the battery up. The key was broken
while it sat, but there is enough of the key left to
turn the ignition. When you turn it, it wont crank
over. Can't hear the starter click, yes I tried hitting it
to see if it would engage. The battery tests @
14.6v. The lights come on but it wont even try.
Could it be because the key is broken, maybe an
anti theft system? Or fuses? I don't even know
where to start.

why are you buying this car ? , it does not run , big mistake , just give her the money and take it to the scrap yard
