1995 Ford E250 Won't Start

My parents are having issues with their van not starting. About a year ago they drove
the van and next time they went to start it, it wouldn't. They say that the sound you
normally hear from the fuel pump charging the lines did not happen. All was quiet,
except for the starter. It made all the normal sounds, except for the fuel pump. My
stepdad has replaced the fuel pump. Right now, you turn the switch and and the
battery turns the starter over, but there is no gas from the fuel pump. Any suggestions
on what the issue might be?  Might not even be the fuel pump.

Update to question above. Before replacing the fuel pump, they checked fuel pump relay fuse first, checked the shut off switch to the fuel pump, and the fuel filter. It has a new fuel filter.

If it sat up for a while,fuel line,s may be stopped up,or fuel pressure regulator may be bad,first thing would be to check for fire at the fuel pump,may be wire loose,or damage to wire,s to it,from rodent,s,chewing on them.
