Only if you want to break the clip! Most parts stores sell the fuel line disconnect tool for a reasonable price. I recommend washing all dirt out of the connection, use the tool to disconnect, lubricate the new filter nipples with engine oil and reassemble. Do it right or do it twice.

YES CLEAN OFF ALL THE RUST. AND USE A QUICK DISCONNECT TOOL. ALTHOUGH ITS NOT QUICK AND EASY. YOU HAVE TO WORK IT UNDERNEATH THE HOSE CONNECTION, PUSH UP THE FINGER LIKE CLIPS HOLDING THE LOB IN PLACE. GOOD LUCK ITS A STRUGGLE. CHECK THOSE FINGER LUBS TO MAKE SURE THERE ALL BENT BACK DOWN IN POSITION TO REINSTALL. AND PUT ENGINE OIL ON THE TUBE WHEN YOU INSTALL NEW PART, IT WILL HELP A LOT.
