my 95 achieva has pulsating engine

on a quad dohc L4 ,78,000 .............just a few misses when pulling out ......but with  pedal to the floor  in neutral,   the engine revs up then drops to low rpm  then revs up again then drops again,etc.,......cycling every 2-3seconds,   without moving foot. - - -   any ideas  ??

That's your rev limiter kicking in, it's normal!
