1998 Oldsmobile cutlass base A/C not working on 1 or 2 setting.

Whenever I try to turn my A/C on it will only work in the 3, 4, or 5 position but
not 1 or 2. I hear the A/C click on (in the engine bay) in the 1 and 2 position
but no air comes through. A/C is it's normal cold self if that helps with the
diagnosis at all And heat is blazing hot aswell.
