What will cause my 98 olds bravada to rev when i first turn it on

everytime I turn my bravada on it turns into high idling till about 5 seconds later it then it goes to low idle.

is the "low idle" normal idle or is it stalling? It is normal for a vehicle to sometimes idle high for a few seconds after starting
