dash light and running lights out on Oldsmobile silhouette 2000. What is the problem?

dash light and running lights out. all other lights work. Have changed all fuses and bulbs.

All fuzes for lights the regular plastci one are not even. There and it was working like that but I couldn't switch lights off the moment I was putting key into ignition it they where on. I was playing with fuses and notice many of them are not there all the light one. Maybe someone was palying with it bc I also notice my battery dies after month when car is not used.
