Car wont start.

I have a Nissan Maxima 1990 And when i turn the key all the electrical
comes on but the engine wont turn over. the battery has 12 v, you can hear
the fuel pump turn on but the engine wont turn over. it is a manual so i first
went to the clutch switch but it works fine, I swapped the starter for a new
one and still nothing, does anyone know what I can do or has it happened
to you and how did you solve it?
