You have a plugged up catalytic converter. The cat needs to be changed out. It is in the exhaust system.

So replacing the throttle is a waste of time?

Yes, if you get the vehicle warmed up to operating temperature, drive around the block, park in a dark area with the engine still running look at the catalytic converter in the exhaust. It should be glowing orange.
