Is it possible that you maybe hit a bump and it affected your emergency gas shutoff?

no i tried the botton there is also an issue with the electrical my blinker randomly goes on unless i press my hazards

Sounds like you have a far more serious electrical problem than can be figured out without doing actual testing on the car. I don't see anyone getting the exact problem solved unless they by some chance had the same problem one time before and then it may not be the same answer.

besides the electrical do you know any reasons why it won't fire even with the new rule pump and filter and relay and new spark plugs? it did sit for a year before this happened than my dad ran it dry a time or two after that and thats when it started

Oh! Does it actually turn over but just not fire? Does it try to start?

It's a catalytic converter there's no Oxygen releasing out of the engine water is also trapped there causing the car to skip like it wants to run out of gas but the catalytic converter is clogged up
