To much oil

My daughter got an oil change and they put over
almost 2 quarts too much in there and it ran for
about four weeks in a couple of days and all of a
sudden she started having an issue it stopped it
started smoking and it lost power when she was
driving now they're telling me that if the issue was
too much oil it would have stopped within a day or
two. So my question is could the car have gone you
know over 3,000 miles before it cause an issue?

Regardless of how long you could have gone, get the excess oil out. Pump or drain it down to the correct level as indicated on the dip stick and move on. Your problems should go away.
