2011 camry hybrid drive not working

It started after I had my rings replaced because I
failed the oil consumption test. After the work was
done my mpg dropped to 32, before that I always
got 34. After about 10,000 miles mpg dropped to
29, a couple weeks later I get 15 city at most and
highway is about 25. No warning lights and HV
battery appears to charge and works to drive
wheels very little. I went to the dealer and they said
without a warning light they probably wont tell
anything. But then it wasn't as bad as it it now so I
have an appointment tomorrow. Yesterday I took to
my mechanic and he said Catalitic converter was
clogged so I thought that was it so $1100 and a
day later problem still there.
