Why is my power steering pump continue to make whinning noise after replacement?

I recently replaced the Power Steering pump on my 2002 Nissan Maxima SE almost 2 weeks ago. After replacement the whinning noise is still there and it is very aggravating. I replaced the pump and the high pressure hose. Please advise what the problem could be. Thank you!

Sometimes when you put in a new pump, you add fluid to the reservoir and it is full. But then after making a few turns, the oil will fill up hoses and hydraulics that turn the wheels, and the fluid level will drop to below what it should be in reservior Check fluid level again.

The fluid level is still the same.But I will continue to monitor it. Thank you for the response.
