2002 nissan frontier obd2 will not communicate with pcm

I have a 2002 nissan frontier 3.3L 2wd the truck has been sitting for 3yrs
plus and the OBD2 has power but will not connect to the pcm so I cant read
the codes. My question is im assuming I will need to change out the PCM
(MEC07-360 C1 1173) and if I purchase a refurbish one on the internet or
local shop they only match the first part of the number not the last 4 digits
does it matter?  will the truck still start? will I then be able to read and repair
the codes? And lastly drive the truck to have the reflashing done at the
dealer 30 miles away? What else am I missing?
