2019 Rav4 Hybrid - High Pitch Noise

Is it normal for the Hybrid to make this high pitched noise (I say it sounds like
angels singing) when in reverse?

Yes, it's part of the Proximity Notification system, required by regulations, so that people can hear the vehicle when it's in electric only mode. The reverse is the loudest, forward not as loud, because backing up is more risky. But it's strange that it's louder than a regular gas vehicle backing up. I guess the regulations over-compensated in this case.
