Should any of the two fans come on when engine is on but a/c unit is off?

Should both the cooling fans be off when engine is
on but the a/c unit  is off?

Sure the fans can come on at anytime while the car is running, the A/C does not to be on. The engine needs a means to cool the antifreeze and the engine. It also may stay on for a little while after the car has been shout off.
