1997 ford escort will not turn over or mak a sound when key is turned

I let my 1997 ford escort idle in my parking lot until it ran out of gas and left the key in, I forgot about it, the next day the battery was dead.

I put in a new battery and the starter will not turn over and does not make a sound.
It appears that all the fuses are good but I'm not sure.

The battery voltage is 12.5, all the dash lights work but when the key is turned to start nothing happens.

When I turn the key a couples times in a row the door locks cycle.

any idea why the starter does not work?

I'm thinking it might be the starter relay but I don't know where it's located.

I haven't jumped the starter terminals yet.

It has OBD codes C1194, C1250 which I think are the ABS system but I don't think this will cause the starter to not work.
