Water damage possibly.

My son drove thru a puddle while on snap chat " mini vs puddle" I havent
seen the video and the steering column boot came off the firewall and
soaked the interior and it would not start and when it did start the interior
lights and the brake lights would stay on after the ignition was off and now it
does not start, it will crank, checked all the fuses, checked the ohns on the
ignition coil they were ok, not sure if the engine ecu or something in the dash
fried, if you can give any advice it would be appreciated.

Do some research on the FRM. It is an electrical component in the driver-side footwell that controls all sorts of things-- mainly lighting functions. Sorry nobody here had any actual advice for you, but I believe one of your problems is the FRM, or Footwell Module.

Given that Mini/BMW is replacing some of the FRM’s at tge dealership for free...will they replace it for free if it is due to water damage from regular use / rain, by no fault of the driver (asking re 2012 Mini Base).
