Car battery and Altenator

I have a 2004 Dodge SX2.0  Whrn i boost my car it starts fine. As soon as I
remove the booster cables it stopped. I measured the battery voltage at approx
3.1 volts. When I removed the positive or negative connections my battery
voltage reads approx 8.2 volts. I am not sure how to proceed with this issue?
Battery is 2 yrs old all connections aare clean. Thank you for any assistance.

But how does that explain the voltage drop when removing battery cable? I'm just a bit confused as I am used to computers?
