I need to replace the flasher and understand that I need to remove the steering column cover to replace it.  I can not figure out how to get it off.

There should be screws on the underside of the steering column cover that you can take out to release the steering cover. I would get a Chilton manual. It has pictures and step by steps on how to anything to your car. You can get them at the library or in an auto store. It's definitely worth the money.
