2000 Mercury Cougar radiator cooling fan comes on loud and strong when car starts

When I start my Cougar, the radiator cooling fan comes on loud and strong, but the car is not overheating.  Check
radiator dash light comes on when the fan is running.  Any ideas.  Sensor perhaps?

Sounds like the temp control sensor is bad...
