My steering wheel won't turn. I put steering fluid in
and still nothing. What could it be?

So if I am understanding correctly you can start the car but the steering wheel wont turn either direction? If this is the case, how low was the fluid? Does the steering pump make a growling noise when running? It is possible you have a power steering rack socket that has seized inside the rack if the rack/pump ran dry for a period of time.
