Head lights and dash quick working

I have a 1995 Mazda protege lx 1.5. My head lights and dashboard lights
stopped working.I only have brights but if Im driving at night I have to hold
them on by  my the lever from the steering collum.They wont stay on by
themselves,and the headlights I just don't have at all.I have fusses under
dash and under hood.If it's not a fuse what could it be.Or where do I locate
the fuse?
