I have a question about the average price paid that
is listed on CarGurus. Is that price the agreed-upon
sales price OR the out the door price which
includes; dealer fees, deliver cost, sales tax,  tag,  
title, registration, etc.?

It will not include dealer fees, sales tax, etc. as these costs vary from state to state.
