A flat bed or full trailer is the safest way to tow. You can use a dolly under the drive wheels, but you must stop and check the tie downs often to make sure everything stays tight as most tow Dolly's have no suspension so all the road shock is transferred right to the cars suspension, and that causes stress on the tie downs.
