no crank no start problem

I have a no crank no start problem with my 1998
Ford Contour. It is clicking at the starter but won't
turn over. I changed out the negative battery cable.
It has a new interstate battery. Before I go through
the trouble of changing the starter where can I start
looking

Corrosion usually build up in the positive cable. Make sure it is good. I don't think changing the starter at this point is the problem.
