Does Air always come out the vents, even when turned off?

I'm not used to this, but when I turn my air vent all the way off, I still have air
that comes through my vents, and that air that flows can still be controlled by
the temperature.

There should be a setting to turn the air off entirely. Read your owners manual.

All my cars can have the air turned off completely (2002, 2003, 2015). You turn it off to prevent smoke or dust from filling the inside of your car.

Perhaps but when I turn the air off on my cars there is no air movement, the fan is Off, not on low and smoke and dust no longer comes inside. I live on a dusty road and we have a lot of wild fires so I know this for certain.

I have the same problem, even when I turn off the fans, still the air comes out of the vents. Is this right on a new 2018 Camry Se? Read the owners manual, followed the instructions, still the air comes out of the vents even the fans were turned OFF.
