Cooling Fan Froze Now Motor Turns but WON'T Start

Driving from the store (about 1 mile), while stop an intersection started to smell something
"burning". Pulled over once pass intersection and open hood. Smoke was coming from the
cooling fan. Unable to turn the fan manually (i.e. fan is frozen)... now the engine won't start
(but does turn). Are the two related? Note: Temp gauge never went over 50%.

Found problem... when fan shorted it blew the 10 Amp Engine Fuse. Removed fan and replace fuse - engine started right up.
