How can dealers advertise a price for a vehicle then not stand behind the price when you call and ask them about the advertised vehicle? Is that fraud?

I called Shottenkirk Chevrolet in Waukee, Iowa about a vehicle that is
advertised on your site.  They said they don't have to stand behind the prices
they advertise their is disclaimers for them to not honor the price on CarGurus.  
Isn't that fraud?  And I can't leave a review of the dealership on your site.
