Found the problem: There is a spring that keeps tension on the directional door. the vacuum mechanism that shuts the door and directs airflow from the floor vent to the defroster could not overpowering the spring and so the door remains in the heater position. A slight adjustment to the spring and now the door shuts correctly and directs airflow to the defroster
