Not revving properly and cuts.

I have a 2007 1.4 Corsa utility. When I start it it
wont rev for about  5minutes, it has no power and
it  makes some cuts until the rev count is after 20
when driving. Petrol filter, pump and plugs are ok.
What can be the problem.
Please help.
