A common cause is a blown head gasket introducing air into the cooling system. Is your coolant going down? Do you hear gurgling in the heater core? Are there bubble rising in the coolant reservoir? --- Another common cause with older cars is a worn water pump impeller that does not move enough coolant at slow speeds.

start with the basics check the coolant level make sure its full and there are no leaks. see if the cooling fan comes on then go from there.
