when is the nuetral safety switch on a 1995 jeep sport?

this jeep stalls so many times I need to be able to restart in neutral, now it only starts in
park.

Okay, I'd focus on why's it stalling...to me it sounds like a simple vacuum leak~ Examine the connection at the fuel pressure regulator....at the EGR...replace the black butyl rubber hoses with silicone hoses that will last forever~
