2002 Honda won't shift out of park

My 2002 Honda Accord won't shift out of park.. is it a problem with my alarm system?

I will check the fuses, but I noticed that the alarm wouldn't set a couple of days before
I discovered this problem.

I will check fuses next, looking for help, it's cold outside. I want to check most logical
problems first.

Does your steering wheel unlock when you turn the key? If it does then the problem nay be the linkage or the brake pedal is not unlocking the shift lever ... push it down with the engine running and try jiggling it . Good luck

My steering wheels unlocks. I changed the fuses, but that didn't solve the problem. I can get it our of park by depressing the brake safety switch by the shifter column. But I don't have any rest brake lights at all. What should I do next?
