2001 jeep wrangler won't start. Just makes clicking. Has new starter & battery.

Has new starter & battery. Trying new starter relay now...any ideas if that doesn't work?

Have you tried to turn the engine over by hand? A socket and a long ratchet will let you spin it to see if it is seized (frozen) or not. Recheck you cables - both ends of both your battery cables.
