Will wheels on a 2016 wrangled fit a 2004 wrangler

No. The 2016 wrangler wheels have a 5x5 lug pattern, while the 2004 wrangler requires wheels with a 5x4.5 lug pattern. However, there are aftermarket "adapters" or "spacers" available.
