I recently bought a 2017 chev colorado crew cab.
I’m having a problem with the gas flap getting water
in it. There is no cap on the tank it’s just a flap. It
freezes in winter.

Do you have a warranty on this, being so new (2017)? I'd take it up with the dealer that sold it.

Try installing some weather stripping on the top portion of the opening. Leave the bottom gap open to allow water to drain.
