1999 Escort SE with symptoms of radiator fan runs after turning key off, but if you turn key on and off again the fan stops,

Along with fan issue also find that the front O2 sensor and idle air valve are
powered with key off causing battery drain.  replaced ECU and swapped
CCRM no change.  could it be the key switch?

check your battery connections, weird electrical problems are often a bad ground. also, it is normal for a fan to run for a minute or 2 after you shut the car off. let it go and see how long it runs. Also, you can check out ericthecarguy.com video on how to locate a parasitic draw on your battery
