My Outback intermittently will not start. All lights on dash and headlamps will
light up and work. The engine will not turn over when I push the start button
with my foot on the brake pedal. I hook up the battery charger and the battery
is fully charged. I then get back in the car and it will start up.

This might be a security system issue. Make sure your key is in the correct place but you may want to use your warranty and have the dealer fix it.

Does the starter solenoid "click" when the start button is depressed? If so, your OE battery could be defective, as I've seen a lot of these lately. If there's NO sounds then maybe there's an electrical issue in the wiring that Subaru should chase down for you. Let us know.
There were some battery issues with the Outback. Subaru put too small a battery in them from the factory. I purchase a 2017 Outback used, certified. After about 3 days went into a fast food joint, grabbed my order, went back to the Outback, it would not start. Dealer tested battery, said it was fine. I leaned on the dealer, then someone called back and said they would replace the battery with a heavier amperage one at their cost. Since they put the new heavier amperage battery in, I have not had a single problem. Replace the battery with a good quality heavier duty model and you will have a great vehicle again.
Yes that’s right also happened to me, great car but battery not too powerful. I also replaced my battery to a very powerful one.
