1999 Ford Contour SE V6 DOHC surges and stalls

OK, so about a month ago my car started surging high on start up and then
stalling out. Changed out IAC valve, PCV, put heet into the gas to remove
any water, put a fresh fuel pump relay in, and replaced a broken PCV hose
going to the crankcase. car was fine for a while but as soon as temps hit 30
degrees, it started acting up again.

Idles high on startup, then tries to stall. when driving above 10mph its
rough but behaves. As soon as you stop for a light or get under 10mph it
starts surging and hunting, then stalls out. checked for vacuum leaks using
the old spray carb cleaner everywhere and see if it surges with no luck. Any
ideas on what to try next ?

Note: TPS is less than 4 years old, and last tune up (plugs, wires, etc) was probably two years ago.
