On a 1999 Ford Contour does the ECM control the engine cooling fans.?

I have replaced the sensors, relays, resistors, checked all the grounds and connections. The fans will work if I run a hot wire to them, but will not come on automatically when the engine is hot. Does the ecm control the as well? Could the circut for the fans in the ecm be bad?
